ਪੰਜਾਬ ਸਟੇਟ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਦੇ ਮੈਂਬਰ ਪਦਮਸ਼੍ਰੀ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਅੱਜ ਪਟਿਆਲਾ ਦੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਬੰਧਕੀ ਕੰਪਲੈਕਸ ਵਿਖੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਜਾਗਰੂਕਤਾ ਅਤੇ ਸ਼ਿਕਾਇਤਾਂ ਦੇ ਨਿਵਾਰਨ ਸਬੰਧੀ ਖੁੱਲ੍ਹਾ ਸੁਣਵਾਈ ਕੈਂਪ ਲਗਾਇਆ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਮਿਸ਼ਨ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਲਈ ਰਾਜ ਭਰ ਵਿੱਚ ਘਰ-ਘਰ ਤੱਕ ਪਹੁੰਚ ਬਣਾ ਰਿਹਾ ਹੈ ਅਤੇ ਹਰ ਪੀੜਤ ਨੂੰ ਨਿਆਂ ਦਿਵਾਉਣਾ ਕਮਿਸ਼ਨ ਦੀ ਪ੍ਰਾਥਮਿਕਤਾ ਹੈ।
ਪਦਮਸ਼੍ਰੀ ਸ਼ੰਟੀ ਨੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਉਲੰਘਣਾ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਲਈ ਵਟਸਐਪ ਨੰਬਰ 9855475547 ਜਾਰੀ ਕਰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਲਿਖਤੀ ਸ਼ਿਕਾਇਤ ਮਿਲਣ ਤੋਂ ਬਾਅਦ ਦੋ ਦਿਨਾਂ ਅੰਦਰ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਸਾਰੇ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ 15 ਮੈਂਬਰੀ ਕੋਰ ਗਰੁੱਪ ਬਣਾਏ ਜਾਣਗੇ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਸਮਾਜ ਸੇਵੀ ਸੰਸਥਾਵਾਂ ਦੇ ਨੁਮਾਇੰਦੇ ਸ਼ਾਮਲ ਹੋਣਗੇ। ਇਸ ਉਪਰਾਲੇ ਨਾਲ ਪੰਜਾਬ ਦੇਸ਼ ਦਾ ਪਹਿਲਾ ਰਾਜ ਬਣੇਗਾ ਜਿੱਥੇ ਹਰ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਦੀ ਬ੍ਰਾਂਚ ਕਾਇਮ ਹੋਵੇਗੀ।
ਸ਼ੰਟੀ ਨੇ ਇਸ ਤੋਂ ਪਹਿਲਾਂ Government Rajindra Hospital ਦਾ ਅਚਨਚੇਤ ਦੌਰਾ ਕਰਕੇ ਐਮਰਜੈਂਸੀ ਅਤੇ ਐਂਬੂਲੈਂਸ ਸੇਵਾਵਾਂ ਦਾ ਜਾਇਜ਼ਾ ਵੀ ਲਿਆ।
ਉਨ੍ਹਾਂ ਨੇ ਸਪਸ਼ਟ ਕੀਤਾ ਕਿ ਕੋਈ ਵੀ ਸਰਕਾਰੀ ਜਾਂ ਨਿੱਜੀ ਹਸਪਤਾਲ ਬਿੱਲ ਦੀ ਅਦਾਇਗੀ ਨਾ ਹੋਣ ਕਰਕੇ ਮਰੀਜ਼ ਜਾਂ ਮ੍ਰਿਤਕ ਦੇਹ ਨੂੰ ਰੋਕ ਨਹੀਂ ਸਕੇਗਾ। ਹਰ ਹਸਪਤਾਲ ਵਿੱਚ ਮੁਰਦਾਘਰ ਅਤੇ ਐਂਬੂਲੈਂਸ ਸਹੂਲਤ ਲਾਜ਼ਮੀ ਹੋਵੇਗੀ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਲਾਵਾਰਿਸ ਅਤੇ ਆਰਥਿਕ ਤੌਰ ‘ਤੇ ਕਮਜ਼ੋਰ ਲੋਕਾਂ ਦੇ ਸਸਕਾਰ/ਦਫ਼ਨ ਲਈ ਸਹਾਇਤਾ, ਪਿੰਡਾਂ ਵਿੱਚ ਮੋਰਚਰੀ ਬਾਕਸ ਉਪਲਬਧ ਕਰਵਾਉਣਾ, ਸਫਾਈ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਸੁਰੱਖਿਆ ਸਾਜ਼ੋ-ਸਾਮਾਨ ਅਤੇ ਬੀਮਾ ਸੁਰੱਖਿਆ ਦੇਣ ਦੇ ਨਿਰਦੇਸ਼ ਵੀ ਜਾਰੀ ਕੀਤੇ ਗਏ।
ਉਨ੍ਹਾਂ ਨੇ 1947 ਦੇ ਕਤਲੇਆਮ, Bhopal Gas Tragedy ਅਤੇ 1984 anti-Sikh riots ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਅਤੀਤ ਵਿੱਚ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਦੀ ਗੈਰਹਾਜ਼ਰੀ ਕਾਰਨ ਪੀੜਤਾਂ ਨੂੰ ਇਨਸਾਫ਼ ਨਹੀਂ ਮਿਲ ਸਕਿਆ, ਪਰ ਹੁਣ ਅਜਿਹਾ ਨਹੀਂ ਹੋਵੇਗਾ।

PATIALA: Punjab State Human Rights Commission (PSHRC) Member Padmashree Jatinder Singh Shunty today organised an open hearing camp on human rights awareness and grievance redressal at the District Administrative Complex in Patiala.
He said that the commission is reaching out to every household across the state to protect human rights and getting justice to every victim is the priority of the commission.
Padmashree Shanti issued a WhatsApp number 9855475547 for complaints of human rights violations, saying action would be taken within two days after receiving a written complaint.
He said that 15-member core groups would be formed in all the districts, which would include representatives of social service organizations. With this initiative, Punjab will become the first state in the country to have a branch of the Human Rights Commission in every district.
Shunty had earlier also made a surprise visit to Government Rajindra Hospital to review the emergency and ambulance services.
He made it clear that no government or private hospital would be able to hold the patient or dead body due to non-payment of bill. A mortuary and ambulance facility will be mandatory in every hospital.
Apart from this, instructions were also issued for assistance for cremation/burial of the abandoned and economically weaker persons, provision of mortuary boxes in villages, safety equipment and insurance cover to sanitation workers.
Referring to the 1947 massacre, Bhopal gas tragedy and 1984 anti-Sikh riots, he said that in the past, due to the absence of the Human Rights Commission, the victims could not get justice, but that will not happen now.
