ਪੰਜਾਬ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਨੇ ਅੱਜ ਮੋਹਾਲੀ ਵਿੱਚ ਆਯੋਜਿਤ ਸਟੇਟ ਕਰੈਡਿਟ ਸੈਮੀਨਾਰ ਦੌਰਾਨ ਨੈਸ਼ਨਲ ਬੈਂਕ ਫਾਰ ਐਗਰੀਕਲਚਰ ਅਤੇ ਰੂਰਲ ਡਿਵੈਲਪਮੈਂਟ (ਨਾਬਾਰਡ) ਵੱਲੋਂ ਤਿਆਰ ਕੀਤਾ ਗਿਆ ਸਟੇਟ ਫੋਕਸ ਪੇਪਰ 2026-27 ਜਾਰੀ ਕੀਤਾ।

ਸਮਾਗਮ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਪੰਜਾਬ ਦੀ ਅਰਥਵਿਵਸਥਾ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਵਿੱਚ ਨਾਬਾਰਡ ਦੇ ਮਹੱਤਵਪੂਰਨ ਯੋਗਦਾਨ ਦੀ ਪ੍ਰਸ਼ੰਸਾ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਨਾਬਾਰਡ ਵੱਲੋਂ ਖੇਤੀਬਾੜੀ, ਸਿੱਖਿਆ ਅਤੇ ਸਮਾਜਿਕ ਖੇਤਰਾਂ ਵਿੱਚ ਵਿਕਾਸ ਲਈ ਵੱਖ-ਵੱਖ ਕਰਜ਼ਾ ਅਤੇ ਰਿਣ ਯੋਜਨਾਵਾਂ ਚਲਾਈਆਂ ਜਾ ਰਹੀਆਂ ਹਨ।

ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜਾਰੀ ਕੀਤੇ ਗਏ ਸਟੇਟ ਫੋਕਸ ਪੇਪਰ ਵਿੱਚ ਪੰਜਾਬ ਲਈ ਪ੍ਰਾਥਮਿਕਤਾ ਖੇਤਰ ਹੇਠ ਕੁੱਲ 3,08,66,614 ਲੱਖ ਰੁਪਏ ਦੀ ਕਰਜ਼ਾ ਸੰਭਾਵਨਾ ਦਾ ਅਨੁਮਾਨ ਲਗਾਇਆ ਗਿਆ ਹੈ। ਇਸ ਵਿੱਚ ਫਾਰਮ ਕਰੈਡਿਟ, ਖੇਤੀਬਾੜੀ ਢਾਂਚਾਗਤ ਵਿਕਾਸ, ਸਹਾਇਕ ਗਤੀਵਿਧੀਆਂ, ਮਾਇਕ੍ਰੋ, ਸਮਾਲ ਅਤੇ ਮੀਡੀਅਮ ਉਦਯੋਗ, ਐਕਸਪੋਰਟ ਕਰੈਡਿਟ, ਸਿੱਖਿਆ, ਰਿਹਾਇਸ਼, ਸਮਾਜਿਕ ਢਾਂਚਾ ਅਤੇ ਨਵੀਨੀਕਰਨਯੋਗ ਊਰਜਾ ਖੇਤਰ ਸ਼ਾਮਲ ਹਨ।

ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਨੇ ਦੇਸ਼ ਨੂੰ ਅਨਾਜ ਉਤਪਾਦਨ ਵਿੱਚ ਆਤਮਨਿਰਭਰ ਬਣਾਉਣ ਵਿੱਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ ਹੈ, ਪਰ ਇਸ ਕਾਰਨ ਧਰਤੀ ਹੇਠਲੇ ਪਾਣੀ ਦੇ ਪੱਧਰ ਵਿੱਚ ਕਾਫੀ ਗਿਰਾਵਟ ਆਈ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਦੇ 151 ਵਿੱਚੋਂ 117 ਬਲਾਕ ‘ਡਾਰਕ ਜ਼ੋਨ’ ਘੋਸ਼ਿਤ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਸਮੱਸਿਆ ਦੇ ਹੱਲ ਲਈ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਹੇਠ ਨਹਿਰੀ ਸਿੰਚਾਈ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਕਿਸਾਨਾਂ ਦੇ ਖੇਤਾਂ ਤੱਕ ਪਾਣੀ ਪਹੁੰਚਾਉਣ ਲਈ ਖਾਲੇ ਬਣਾਏ ਜਾ ਰਹੇ ਹਨ।

ਉਨ੍ਹਾਂ ਨਾਬਾਰਡ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਫਸਲੀ ਵਿਭਿੰਨਤਾ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਰਾਜ ਨੂੰ ਵੱਧ ਤੋਂ ਵੱਧ ਸਹਿਯੋਗ ਦਿੱਤਾ ਜਾਵੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵਪਾਰੀਆਂ ਅਤੇ ਨਿਵੇਸ਼ਕਾਂ ਲਈ ਸੁਰੱਖਿਅਤ ਅਤੇ ਅਪਰਾਧ-ਮੁਕਤ ਮਾਹੌਲ ਪ੍ਰਦਾਨ ਕਰਨ ਲਈ ਵਚਨਬੱਧ ਹੈ।

ਸਮਾਗਮ ਦੌਰਾਨ ਬੀ. ਰਮੇਸ਼ ਬਾਬੂ, ਚੀਫ਼ ਜਨਰਲ ਮੈਨੇਜਰ ਨਾਬਾਰਡ; ਰਿਤੂ ਅਗਰਵਾਲ, ਸਕੱਤਰ ਸਹਿਕਾਰਤਾ ਪੰਜਾਬ; ਮਨੋਹਰ ਲਾਲ, ਜਨਰਲ ਮੈਨੇਜਰ ਨਾਬਾਰਡ; ਪੰਕਜ ਸੇਤੀਆ, ਜਨਰਲ ਮੈਨੇਜਰ ਆਰ.ਬੀ.ਆਈ. ਚੰਡੀਗੜ੍ਹ; ਜੀ.ਕੇ. ਨੇਗੀ, ਚੇਅਰਮੈਨ ਪੰਜਾਬ ਗ੍ਰਾਮੀਣ ਬੈਂਕ ਅਤੇ ਗੁਰਇਕਬਾਲ ਸਿੰਘ, ਜਨਰਲ ਮੈਨੇਜਰ ਅਤੇ ਓ.ਆਈ.ਸੀ. ਨਾਬਾਰਡ ਹਰਿਆਣਾ ਸਮੇਤ ਹੋਰ ਅਧਿਕਾਰੀ ਮੌਜੂਦ ਸਨ।

ਇਸ ਮੌਕੇ ਪ੍ਰਗਤੀਸ਼ੀਲ ਐੱਫ.ਪੀ.ਓਜ਼, ਸਵੈ ਸਹਾਇਤਾ ਸਮੂਹਾਂ ਅਤੇ ਡਰੈਗਨ ਫਰੂਟ ਉਤਪਾਦਕਾਂ ਨੂੰ ਸਨਮਾਨਿਤ ਵੀ ਕੀਤਾ ਗਿਆ।

CHANDIGARH: Punjab Finance Minister Harpal Singh Cheema today released the State Focus Paper 2026-27 prepared by the National Bank for Agriculture and Rural Development (NABARD) during the State Credit Seminar held in Mohali.

Addressing the event, the Finance Minister lauded the significant contribution of NABARD in strengthening the economy of Punjab. He said that NABARD is running various loan and credit schemes for development in agriculture, education and social sectors.

He said that the State Focus Paper released has estimated a total credit potential of Rs. 3,08,66,614 lakh under priority sector for Punjab. This includes farm credit, agriculture infrastructure development, ancillary activities, Micro, Small and Medium Enterprises, export credit, education, housing, social infrastructure and renewable energy sectors.

The Finance Minister said that Punjab has played an important role in making the country self-sufficient in food grain production, but this has led to a significant decline in the ground water table. He said that out of 151 blocks in Punjab, 117 have been declared as ‘dark zones’. He said that in order to solve this problem, canal irrigation is being promoted under the leadership of Chief Minister Bhagwant Singh Mann and trenches are being constructed to supply water to the fields of the farmers.

He urged NABARD to extend maximum support to the state to promote crop diversification. Further, he said that the Punjab Government is committed to provide a safe and crime-free environment for traders and investors.
