ਪੀਏਡੀ ਬੈਂਕ ਬੰਦ ਕਰਨ ਦੇ ਮਨਸੂਬੇ ਵਿਰੁੱਧ ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਦੀ ਤੀਖੇ ਸੰਘਰਸ਼ ਦੀ ਚੇਤਾਵਨੀ

ਮੋਰਿੰਡਾ — ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਪੰਜਾਬ ਰਾਜ ਸਹਿਕਾਰੀ ਖੇਤੀਬਾੜੀ ਵਿਕਾਸ ਬੈਂਕ (ਪੀਏਡੀ ਬੈਂਕ) ਨੂੰ ਬੰਦ ਕਰਨ ਦੇ ਸੰਭਾਵਿਤ ਫ਼ੈਸਲੇ ਦਾ ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਵੱਲੋਂ ਤਿੱਖਾ ਵਿਰੋਧ ਕੀਤਾ ਗਿਆ ਹੈ। ਆਗੂਆਂ ਨੇ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਜੇਕਰ ਬੈਂਕ ਨੂੰ ਬੰਦ ਕੀਤਾ ਗਿਆ ਤਾਂ ਪੰਜਾਬ ਦਾ ਕਿਸਾਨ ਅਤੇ ਮਜ਼ਦੂਰ ਸੜਕਾਂ ‘ਤੇ ਉਤਰ ਕੇ ਤੀਖਾ ਸੰਘਰਸ਼ ਕਰਨ ਲਈ ਮਜਬੂਰ ਹੋਵੇਗਾ।

ਇਸ ਸਬੰਧੀ ਰੋਸ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਭਾਰਤੀ ਕਿਸਾਨ ਯੂਨੀਅਨ ਦੇ ਸੀਨੀਅਰ ਨੇਤਾ ਦਲਜੀਤ ਸਿੰਘ ਚਲਾਕੀ ਅਤੇ ਕਿਸਾਨ ਮਜ਼ਦੂਰ ਸੰਘਰਸ਼ ਕਮੇਟੀ ਦੇ ਆਗੂ ਸਵਰਨ ਸਿੰਘ ਢੰਗਰਾਲੀ ਨੇ ਦੱਸਿਆ ਕਿ ਕਿਸਾਨਾਂ ਨੂੰ ਸੂਦਖੋਰਾਂ ਦੇ ਚੰਗਲ ਤੋਂ ਬਚਾਉਣ, ਗਹਿਣੇ ਪਈਆਂ ਜ਼ਮੀਨਾਂ ਛਡਵਾਉਣ ਅਤੇ ਬੰਜ਼ਰ ਜ਼ਮੀਨਾਂ ਨੂੰ ਵਾਹੀਯੋਗ ਬਣਾਉਣ ਲਈ ਸਨ 1958 ਵਿੱਚ ਪੰਜਾਬ ਰਾਜ ਖੇਤੀਬਾੜੀ ਸਹਿਕਾਰੀ ਵਿਕਾਸ ਬੈਂਕ ਦੀ ਸਥਾਪਨਾ ਕੀਤੀ ਗਈ ਸੀ।

ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਵੇਲੇ ਪੰਜਾਬ ਭਰ ਵਿੱਚ ਬੈਂਕ ਦੀਆਂ ਲਗਭਗ 89 ਸ਼ਾਖਾਂ ਕੰਮ ਕਰ ਰਹੀਆਂ ਹਨ, ਜੋ ਕਿਸਾਨਾਂ ਨੂੰ ਘੱਟ ਵਿਆਜ ਦਰਾਂ ਤੇ ਆਸਾਨ ਕਿਸ਼ਤਾਂ ਵਿੱਚ ਕਰਜ਼ਾ ਮੁਹੱਈਆ ਕਰਦੀਆਂ ਹਨ। ਬੈਂਕ ਨੇ ਆਪਣੇ ਲੰਬੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਲੱਖਾਂ ਕਿਸਾਨਾਂ ਨੂੰ ਟਰੈਕਟਰ, ਟਿਊਬਵੈੱਲ, ਕੰਬਾਈਨ ਖਰੀਦਣ ਅਤੇ ਮੱਛੀ ਪਾਲਣ, ਸੂਰ ਪਾਲਣ, ਭੇਡਾਂ-ਬਕਰੀਆਂ ਪਾਲਣ ਵਰਗੇ ਸਹਾਇਕ ਧੰਦੇ ਸ਼ੁਰੂ ਕਰਨ ਵਿੱਚ ਮਦਦ ਕੀਤੀ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਬੇਰੁਜ਼ਗਾਰ ਨੌਜਵਾਨਾਂ ਨੂੰ ਫੋਰ-ਵੀਲਰ, ਟੈਂਪੂ ਅਤੇ ਕਾਰਾਂ ਖਰੀਦਣ ਲਈ ਵੀ ਕਰਜ਼ਾ ਦੇ ਕੇ ਆਪਣੇ ਪੈਰਾਂ ‘ਤੇ ਖੜ੍ਹਾ ਕਰਨ ਵਿੱਚ ਮਹੱਤਵਪੂਰਨ ਭੂਮਿਕਾ ਨਿਭਾਈ ਹੈ।

ਕਿਸਾਨ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਇਸ ਬੈਂਕ ਨੂੰ ਬੰਦ ਕਰਦੀ ਹੈ ਤਾਂ ਇਹ ਫ਼ੈਸਲਾ ਕਿਸਾਨਾਂ ਅਤੇ ਮਜ਼ਦੂਰਾਂ ਲਈ ਘਾਤਕ ਸਾਬਤ ਹੋਵੇਗਾ। ਉਨ੍ਹਾਂ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਬੈਂਕ ਨੂੰ ਬੰਦ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਗਈ ਤਾਂ ਸਰਕਾਰ ਨੂੰ ਤੀਖੇ ਲੋਕ ਵਿਰੋਧ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਵੇਗਾ ਅਤੇ ਇਸਦਾ ਸਿਆਸੀ ਪ੍ਰਭਾਵ ਵੀ ਭਵਿੱਖ ਵਿੱਚ ਦੇਖਣ ਨੂੰ ਮਿਲ ਸਕਦਾ ਹੈ।

Morinda — Farmer organizations have strongly opposed the Punjab Government’s proposed decision to shut down the Punjab State Cooperative Agricultural Development Bank (PAD Bank). Leaders warned that if the bank is closed, farmers and laborers across Punjab will be forced to launch a strong agitation on the streets.

Expressing their resentment, senior leader Daljit Singh Chalaky of the Bharatiya Kisan Union and Swaran Singh Dhangrali of the Kisan Mazdoor Sangharsh Committee said that the bank was established in 1958 to free farmers from the clutches of moneylenders, help them redeem mortgaged land, and convert barren land into cultivable fields.

They stated that the bank currently operates around 89 branches across Punjab, providing loans to farmers at low interest rates with easy repayment installments. Over its long tenure, the bank has played a vital role in enabling lakhs of farmers to purchase tractors, install tubewells, buy combine harvesters, and start allied activities such as fish farming, piggery, and sheep-goat rearing. It has also helped unemployed youth become self-reliant by providing loans to purchase four-wheelers, tempos, and cars.

Farmer leaders said that shutting down the bank would prove disastrous for farmers and laborers. They warned that any attempt to close the bank would invite strong public resistance, and the government may also face political repercussions in the future.
